No, it isn't strange. The submission tool only checks the ID submission requirements. IPR boilerplate, and few other things. Those are not the same as the one we apply for publication where you basically need to have a clean slate from ID-nits (There are a few things that it sometimes makes mistakes on, which is why the Writeup contains a question about this).
