At the suggestion of Gerrit Renker, I have removed Section 4.1 on "DCCP: Receive Rate Adjustment" from the faster restart draft, draft-ietf-dccp-tfrc-faster-restart, and submitted it as an errata for RFC 4342. The errata updates RFC 4342 to use the definition of the receive rate as specified in RFC 3448.
