[dccp] DCCP stack source code

Hi
 
I am interested in DCCP stack source code for a student project, the primary 
interest is CCID 4 preferrably with faster restart. 
I would therefore be greatful for pointers to the latest implementations .
Additionally we plan to use MS-Windows as OS, I understand that most 
implementations are Linux kernel based. What is the experience (good or bad) 
regarding the combination MS Windows and DCCP.
