The procedure Update_limits in section 4.4 Expiration of Nofeedback
Timer ends with the line:
        Recalculate X as in step (4) of Section 4.3;

Should that recalculation include oscillation reduction, if you do
oscillation reduction for the receiving a feedback packet case?  If it
doesn't, then you'll get a different effect for the same input data,
depending on whether it came from no feedback timeout or a received
feedback packet...
