We found the problem we were having with this exception. It turns out that the ddlutils jar file we created did not contain the database.dtd and mapping.xml files. Once those were added, everything worked correctly.

Converting it to: file///c|/dir/masterscript.xml did nothing to fix the problem. As far as I can tell, the classpath is the same for the ant script and the IDE.
