Yes.
You can get the latest svn version by following the instructions on the
webpage, i.e., citing the exact words:
Public Subversion Access
If you want to stay in sync with the most recent developments, you may want
access to our subversion archives. While this always provides the latest
features, you should be aware of an important drawback: you will also get the
latest bugs.
The only thing you need is an installed version of the subversion program.
Subversion is available for free here, but is also part of most recent linux
distributions, if this is the operating system you use. An excellent
description of subversion is available as an online book. With this, you can
then get an anonymous (read-only) checkout of the sources by using
svn checkout http://www.dealii.org/svn/dealii/trunk/deal.II
