I did try it for higher degrees and everything works fine. So I do not
know, what the documentation means by
" The various constraint, prolongation, and restriction matrices are now
available in all dimensions for all degrees |p|, currently up to order 19.",
since for me it looks like they are built for every degree (also bigger
than 19).

I'm not sure who really still has knowledge about the implementation of
this element. Where is this limitation stated, and what happens if you
violate it? I would not be surprised if this now works in fact...
