Sorry for possibly silly question, but I noticed parameter 'factor' in
LocalIntegrators::Maxwell::curl_curl_matrix.
Isn't this something that allows to implement curl(mu*curl(E))? Where
factor == mu.
Yes, you are right. If mu is constant, you can use the LocalIntegrators.
I was refering to the case of varying mu.
Can you please point me to any paper or description of such estimators
that wouldn't not be hard to implement within deal.II framework?

For the goal-oriented error estimators I do not know anyone, who
considered this for Maxwell's equations.
