Ehsan, can you show us what your "detailed.log" in the build directory looks like? This file stores the configuration that is used for building deal.II. ` -DCMAKE_INSTALL_PREFIX= /home/General_for_All_Users/deal_II_install_dir` should tell deal.II to copy the build library into that folder when you are invoking `$make install`.
