Dear Deepak,

Have you run your code in debug mode to confirm that no errors are thrown? 
I have used the Kelly error estimator in the context of an hp problem with 
no issues. Have you tried increasing the number of face quadrature points 
(I notice that qrule starts at 1, but without knowing which type and degree 
FE you are using, its hard to judge if the way you choose the quadrature 
order is correct).
