p4est can do this, but we don't implement/make use of this in deal.II. But I'm pretty sure it could be implemented in deal.II if you were interested, and we'd be happy to take such a patch. There was a discussion about this a year or two ago (?) on the mailing list in which we discussed what this would take. You may want to search for that to see the steps we were discussing.
