It looks to me like spack fails while compiling Perl. I don't think there's anything we can do about it from our side -- please report this to the spack forums. In your last question, are you asking what the correct package is to install BLAS on your system? I would strongly suspect that if you have lapack installed, then blas must be installed somewhere as well.
