Yes, but there are many possible mathematical formulations of this problem. For example, you have to think about which of the objects (wheel, rail) you consider deformible, whether you want to assume the contact area of make the exact area of contact a part of the description of the problem, what kind of material behavior you assume (linear elastic, nonlinear elastic, ...). The first step will have to be that you come up with a complete mathematical model. Once you have that, you can think about what tutorial programs can help you solve these equations.
