I am trying to model an infinite plate in the context of the mixed formulation problem. To do so I need to set the x and y displacement component solution values to zero.

Everywhere? That seems wasteful -- just set them to zero in your model and obtain a (scalar) equation that only contains the z-displacement.

I was looking for a function similar to apply_boundary_conditions, but for inner cells as well. Are there elegant ways to enforce zero displacements for certain axes?

No, not that I know of.
