Here are my calculations for the speaking time issue:

The tournament programme was made to allow two hours for each round of 
debates. My original calculation was made with 5 min speeches, but I think 
that if most of the debaters will only have two debates, then we should at 
least give them the maximum number of speaking minutes.

Based on an adjustment of my previous calculation, a breakdown of the time 
might be something like this:


One normal British style debate (with 7 min speeches for each of the 4 
debaters on each side) would roughly take:
  5 min (announcing topics and who's debating who, done collectively at
         e.g. Mannerheim Hall)
 10 min (getting to where the debate is held)
 15 min (preparation)
 60 min (speaking time + announcements of speakers)
 15 min (deliberating by adjudicators and announcing verdicts)
+15 min (that extra time that is always used by factor X + a little recess)

= 2 hours
