On the website you can find some information: http://debconf12.debconf.org/local-information.xhtml#phone-internet Within the local team we mainly use Movistar cell phones (t is a lot cheaper to call within the same companies numbers). For Internet I usually take Claro, because they give two weeks of 1Mbit with a max. transfer limit of 1GB for around $9 [1]. The deal René describes with Movistar sounds good, but officially on the website Movistar Internet quite more expensive and pretty limited [2]. René do you have something written (link?) about the deal you got?
