I am one of the veterans, and do encourage you to simply ask if you may join, if you see what seems like a closed circle. I have only very rarely experience a group not welcoming new people in (and when they did not, there was probably a good cause - e.g. challenge of language barriers). That said, you are of course also very welcome to form new groups.
