The debconf organizers (mostly Andreas Schuldei) have worked really
hard to get *all* of that money *themself*, so the organizers
can damn well choose themself how to use that money[1].
Please take some perspective,a free conference and travel sponsoring
is *enermous* priviledge. It's not something anyone should take
for granted.
