Hi! [This is not aimed at DebConf7 in particular]
Looking at LCA's page, I found that they have different types of attendees [1] [2]. In particular, they have the "professional" attendees, which are attendees whose attendance fee is payed by their employer, and in exchange for that get their name and their company's name listed in a special page. I think that this could be a good idea to implement sponsorship for small companies. The companies are encouraged to pay the cost of the attendee's stay (for example, for DC8 this would be $30 x 7 = $210), and in exchange get their name listed with the rest of the companies that payed for them. Thus, we reduce the number of people that are payed by the general sponsors. With the improved budget that follows. Apart from a paper sheet, we could give them a secondary webpage, listing the same data (i.e. company name and attendee name), and includes an hyperlink to the company's webpage. What do you think?
