Hi, As stated in this mail, this is only a first draft ;-) But yes, I understand your point. We do, however, prefer to take the decision earlier on, rather than facing the uncertainty and problematic we suffered this time around. Not everything has to be ready, of course. You will present things like "we _could_ host it in this or that venue", not "this hotel charges us EURxxx per person per night". It's a first approach, as detailed and ready as possible. Two years seems like too much time, but believe, it's not. Besides, the two months between the general presentation you will give at Debconf and the decision itself should not be silent - We should be reviewing and detailing the offers. An early presentation is required at least to check if, in general terms, all the bids are on the same level and are feasible - To give a quick example, last year we had four presentations (one of which was dropped before presenting it), but after the session, we had only two strong candidates left. And both were so strong and so good that the decision was _really_ tough to take. We want to reduce as much as possible the list in the earliest stages.
