  Is the distinction between partiers and workers entirely based on
self-reporting? ("I'm coming to party" vs. "I'm coming to work")

  There's a considerable moral hazard in that.

Some do more than they promise; the great.
Many do what they promise; the fair.
Some do much less than they promise; if you test their character, they  
fail.
