The idea of having a "Debian Press liaison" duty for somebody in the DebConf orga team comes to mind... that person won't write the announcements nor contact the press directly but will provide timing and material for the existing Debian Press team. By the way, my understanding is that one of the reasons of having a press person in local-team is coordinating local media relations, which are quite different from the larger Debian project needs. At any rate, I emerged from the Debian / DebConf BoF quite convinced of the need of merging as much as possible, so I'm all for using Debian press team as much as possible.
