ffis e.V. can only spend money to fullfill its mission (which is, to support
free software). ffis _cannot_ spend money to support other things which are
not mentioned in their bylaws (ie support ill people or the environment, even
if thats not for profit and good for society).
so if ffis gives money to diva, ffis needs to be sure, diva spends this money
_only_ for things ffis can spend money on.
I assume, this is the same with SPI.
Thats why we need to know the bylaws and everything of diva.
And yes, of course ffis can give money to a bakery, if this supports free
software. but that would a specific amount of money for a specific amount of
bread.
And thats what should be written in the contract with diva+debian: that diva
will use the money it receives for+from Debian to hold DebConf11, to support
free software.
