In such cases it is usually understood that the overall budget should 
not go over 5% as one might be able to absorb higher costs for one 
specific item by saving on others.

However, making an unnecessary high number of t-shirts (to stick with 
the example) should probably *not* be fine, even if the budget can 
absorb it.
