In general: no; once the budget is decided, money can be expended as
planned.

If more money comes in, then the additional money can be allocated,
which requires another approval round (of the new budget).

And if there's an extraordinary event, e.g. we fail to raise enough
funds, or a budget position runs short, then we need to learn from
that for the future and find a solution, by re-allocating funds (new
budget), or by printing money.

But of course, this is DebConf, so anything is possible even if you
don't know it yet.
