There is pyploma https://github.com/fjruizruano/pyploma/blob/master/pyploma.py LaTeX template + cvs with the fields for fulfill (I guess that could be obtained with a database dump). Could be mailed to every attendant, and people who really need it, print it at frontdesk and real stamp there. My two cents.
