I think following this comparison excercise with other conferences.
Linux.conf.au has a team each year, comprised of locals, as well as whoever is actively supporting that team. And then there are all the "ghosts" of the previous conferences, who are always happy to help and offer advice if called upon, but who won't get in the way of people wanting to try something new (they are not "helicopter parents").
Whether the team behind a bid is deemed to be able to pull off a conference according to standards is determined at bid selection time. Once a bid has been awarded, the team is in charge, and doesn't have to report constantly to a set of overlords. Of course, there are various degrees of escalation in case of problems.
It's worked really well, and it's non-profit and purely volunteer-driven.
