Single layer elastic scarf will have lowest filtration, but still better than nothing and better than an ill fitting stiff mask. Elasticity improves fit and wide coverage down to the neck makes that side fit perfectly. FIltration can be improved by having the scarf have two separate layers, it also makes it better as an actual scarf for autumn/winter use. Need to make sure that the material can be ironed as that is the easiest way to keep it disinfected between uses. In the end it may not be as effective as a properly worn surgical or N95 mask, but it can be on a similar efficiency level as a cotton mask (especially for source control of droplets) and is easier to wear and easier to carry around while not actively wearing it.
