I apologize, when I did sshd --version to get version number, it had fired off /usr/local/sbin/sshd instead of /usr/sbin/sshd. The sshd in /usr/local/sbin/sshd is one I compiled myself, along with all the supporting libraries, when Ubuntu's version ceased functioning properly.
The most recent version from Ubuntu which does appear to be working is OpenSSH_9.6p1 Ubuntu-3ubuntu13.12, OpenSSL 3.0.13 30 Jan 2024. It is still not working. My locally compiled server is working.
