Many thanks for the pointers. They've enabled me to narrow things down.
So it seems the problem is not with autofs after all; it is actually a
problem with Thunar. There was a Thunar process running with the
--daemon argument and it appears that once you have browsed to the share
in the Thunar UI, if the daemon is running it will keep the nfs share
mounted.

I've updated the affected package of this report to reflect this

  Autofs does not unmount nfs filesystems after the timeout

Status in thunar package in Ubuntu:
  Incomplete

Bug description:
  Autofs remounts NFS filesystems after the timeout is up. For example, if 
autofs.master contains:
  /net    -hosts noexec --timeout=30
  If I then access /net/host/path/somewhere autofs will mount correctly and I 
can then see that the systemd unit net-host-path-somehwere.mount is visible and 
shows as active. If I then close anything open on that share I can see that 
after about 30s systemctl will start reporting:
  Unit net-host-path-somehwere.mount could not be found
  as I expect. However, within a few seconds systemctl will start again 
reporting that the unit is active and mounted. This then repeats; despite the 
fact I am not trying to access the mount. This means that the remote nfs file 
system never really unmounts despite the fact it is not being used.
