Stephen helpfully pointed out that I needed the "suite=etch-m68k modules=etch-support" bootloader arguments (and the distribution is of course etch-m68k, hence the 404 when I changed sid to etch in sources.list). The installer needs the debian-ports archive selected at the beginning, but the target needs a normal debian mirror selected at the end. I tried again with the correct boot args today and now sources.list is fine (it says etch-m68k not sid) but the other problems remain: --dlwaypoint and safe-upgrade options are still used though they don't work in the etch chroot, so the "configure package manager" step got stuck and "select and install software" failed. Despite that I ended up with a working system.
