Ergl, indeed. It looks like bugs 373118 ( http://bugs.debian.org/373118 ) poses problem again. As a temporary fix, you might try, during installation, to go to console 2, and there type mv /usr/lib/prebaseconfig.d/50brltty /usr/lib/finish-install.d/19brltty Later, when the installer warns you that it will reboot the system, you may want to check that /target/etc/brltty.conf exists and contains wanted configuration.
