Are you sure? It's normally built whenever you compile BRLTTY. As Samuel said, somehow, it's searching in the wrong directory, and I think the most likely cause is the fact that you've compiled and installed your own version of BRLTTY, with --prefix=/usr/local (which is the default when you run the configure script to prepare it for compilation).
