The installation itself will not be accessible, just like on a plain PC.
But after having installed a screen reader in it, you can use

-soundhw ac97

to add a virtual sound card for speech synthesis, or

-usbdevice braille

to add a virtual braille device which braille drivers in windows should
recognise, and whose output will be forwarded to your local brltty.
