Brailcom is not the maintainer for the Debian speech-dispatcher package either. See /usr/share/doc/speech-dispatcher/changelog.Debian.gz and http://packages.qa.debian.org/speech-dispatcher Again, the proper way to discuss about some bug in some package is in the BTS, since you're sure that the maintainer will see it.
