move flite from extra to optional

Hi FTP master,

I recently upgraded the priority of the packages build by flite to
optional instead of the original extra. The move was triggered by the
debcheck QA page of speech-dispatcher. Of course I could lower the
priority of speech-dispatcher, but that would also mean lowing it's
dependencies as well. Could you change the override for flite (or at
least libflite1) to optional, or explain to me why that is not wanted?
