But if I am in debian-a11y alioth group, if Orca is maintained by
debian-a11y, does it mean I can write in repo?
Samuel needs to be uploader, as I guess he has already writing
permissions in Orca, if debian-a11y group is maintainer.

gnome-orca is already maintained by debain-a11y, so what is here to
change? I suspect (but you didn't write that) that you don't have write
access to the gnome packaging repository where gnome-orca is stored. If
you want that solved, you need to ask a completely different question,
and if I am not mistaken, the same goes for Samuel. One year ago when I
was working on orca, I received write permissions without any problem [1].
