Well, yes, it loads the corresponding module, thus potentially bringing bugs that it may have. It could be argued that these bugs have to get fixed somehow, though, and exposing them to everybody is a way to have them noticed and eventually fixed. In the case of MATE, it is a matter of setting gsettings set org.mate.interface accessibility true which is done by the installer.
