The debian-accessibility list is actually mostly composed of people with disabilities. I would however argue that in addition to involving people with disabilities in testing, you should promote getting accessibility testing included in the standard CI processes. This not only makes sure that accessibility regressions are discovered by the Debian developers themselves, not only the accessibility-oriented developers, but it also raises awareness of the question more broadly among developers.
