I don't think the policy says that; can you point to the sentence that does? The new rules require each package to depend on the _default_ version of GNAT that is installed, as well as a specific version. Nothing about _current_. On the other hand, "current" could mean several things: - latest release from AdaCore (not relevant here, really) - latest package in Debian unstable - latest package in Debian testing - latest package in Debian stable - version currently installed on your machine Note that only one version of gnat can be installed at one time.
