That would prevent mixing static and shared libraries in the same
executable.  For example, it would become impossible to link an
executable against libxmlezout.a (static) and libxlmada.so.4.1
(dynamic) at the same time.  This explains Nicolas' proposal.

Note that it is already possible to link statically against selected
libraries; the Debian Policy for Ada explains how (i.e. simply
pass "/usr/lib/libxmlezout.a" to the linker).  Therefore, any change
to the policy should bring an improvement over this current situation.
