The problem is apparently with the drive. Neither ARCS BIOS or milo
like it. I was able to boot by placing the kernel on a different drive
(sdb5) and booting like so:

boot sdb5:boot/vmlinux-2.2.17.gz ncr53c8xx=tags:0,fsn:n,wide:0
root=/dev/sda8

After doing that, all is well.
