Er, alpha folks, (that includes me, BTW, although I'm not a technical alpha folk), don't bother; this is a GENERIC bug in /usr/include/linux/kernel.h, not specific to alpha at all. Exactly the same problem exists in the i386 libc6-dev 2.2.1-1 package; I'll repeat it here as you snipped the info: the padding in struct struct sysinfo has been (erroneously?) decreased from 22 to 20 (and then 2 longs and 1 int are substracted again). This could lead to serious breakage.
