I don't have the instructions in front of me, but all the BIOS upgrades I've done (UP2000, 164LX, 164SX) have been using floppy disks. I believe that Compaq used to send firmware updates to subscribers on CD, but floppies work just as well. Check the firmware site at http://ftp.digital.com/pub/DEC/Alpha/firmware/ (though I haven't been able to connect to it for some time). Instructions there will tell you how to produce floppies for firmware updates. Maybe www.linuxalpha.org will have the same info?
