Your suspicion might be correct. I remembered that when I did "mke2fs /dev/sdb1" on running system it failed. So I needed to boot with boot floppy to do "mke2fs /dev/sdb1" However, 2.2.x kernel and 2.6.8 kernel seem to read partition table correctly... And this machine is one of two main machines so I wouldn't like to re-partition /dev/sdb at present.
