It is not specific to alpha, it will be the same for mips and mipsel as all of them use -rsudo. So it is definitely a packaging problem in that you can't rely on it to be built as root user. Rebuilding won't help here. You can easily reproduce this by building as non-root user and using -rsudo in the invocation of dpkg-buildpackage.
