Sorry, I did a mistake. the file is
/etc/hal/device.d/40-{link-to-pmount-hal}.hal

And I precise the problem :

pmount /dev/sda1 works well with any user in plugdev group
hal user is in plugdev group.
and I use debian sid pure64 ;)
