The automatic builder (buildd) isn't as clever as it could be, and left to its own devices will start to build such "forbidden" packages before noticing it's not supposed to. (It notices this reasonably quickly, but still has to download the package to check; I don't remember whether it also tries to set up its build dependencies before catching the problem.) To help avoid this problem, it consults a file called packages-arch-specific that indicates which packages not to bother attempting to build, either because their sources explicitly forbid it or because the buildd administrators know the package won't be buildable anyway.
