What happens when you type "apt-get install locale"
What does your /etc/apt/source.list look like?

Was that supposed to be 'locale is not installed'?
If so, apt-get install locale.
locale is requires for supporting multiple languages. I have no idea if
the system can run without it and still display messages from programs
that support multiple languages through locale.
