Because nobody put time in it yet to get a 2.6 linux kernel to
fit on a floppy.  Mostly because their are various other ways to
get it working.  i386 doesn't have support for floppy with a 2.6
kernel either, only with a 2.4 kernel.  And we only have a 2.6
kernel.
